Firm Qualifications - Continued
an existing appropriative right of exchange and a change of use
decree;
➢ Expert testimony at depositions and trial in a supporting role in the
American Water Development Incorporated (AWDI) application to
withdraw ground water from the San Luis Valley
Water Resource Planning
As demands increase and sources of new supply decrease, competition
between water users intensifies, which emphasizes the need for planning and
integrated management of all available water resources. Boyle engineers
have completed numerous multi - purpose river basin planning studies and
water master plan projects in the South Platte River basin.
Boyle's engineers are familiar with assessing the detailed interrelationships
of all components of a water system, the vulnerabilities and risks associated
with system operations, and the impacts associated with potential changes in
federal, state and local regulations. Today's federal environmental laws,
including the Endangered Species Act, tend to complicate the project
development process. Boyle's work on the Platte River Water
Conservation/Supply Study for the Platte River Endangerment species
partnership including the states of Colorado, Nebraska, and Wyoming and
other similar programs provide Boyle with knowledge of the ESA issues
adaptive management programs. As part of integrated water resource
planning efforts, Boyle has conducted public meetings and coordinated
environmental permitting efforts with federal, state, and local agencies.
Many of the computer models that Boyle has developed have been used to
analyze reliability of a contemplated new or enlarged supply. Additional
supplies can sometimes be realized through revised operation of existing
facilities. As fewer traditional project opportunities are available, these kinds
of opportunities have become very visible elements in river basin planning.
Boyle's engineers are able to address the inevitable tradeoffs which occur as
limited financial resources are allocated to competing needs.
_6_ f30LE
