Firm Qualifications - Continued <br />Through work for numerous municipalities, Boyle engineers are experienced <br />in developing water use estimates for in- house, irrigation, and commercial <br />uses. Boyle is familiar with a number of crop consumptive use models, <br />including the Blaney - Criddle model as well as Penman- Monteith. <br />Water rights evaluations typically require the analysis of the amount, timing <br />and location of return flows associated with crop irrigation or depletions <br />associated with pumping wells or changed operations such as transferring or <br />retiring shares under a ditch or changing the point of diversion and place of <br />use. Boyle engineers have used relatively simple methods, including Glover <br />and the SDF method, to evaluate return flows and stream depletions. Boyle <br />engineers have identified and analyzed augmentation measures to provide <br />adequate replacement of out -of- priority depletions in amount, location, and <br />timing, and have developed terms and conditions to proposed decrees <br />necessary to prevent injury to other water rights. <br />Another major component of water rights investigations where Boyle <br />engineers have considerable experience is settlement negotiations and expert <br />testimony. Examples of water rights investigations where Boyle engineers <br />have provided expert testimony or technical support in settlement <br />negotiations include the following: <br />➢ Expert testimony provided for the City of Louisville for multiple <br />water rights transfer applications; <br />➢ Expert testimony for water rights diligence for the Upper Gunnison <br />River Water Conservancy District; <br />➢ Over an 11 year period, prepared river basin planning studies and <br />feasibility assessments if major dams, hydroelectric power plants, <br />irrigation systems and municipal water supply facilities for the Salt <br />River Project and the Gila and Little Colorado River adjudications <br />covering 2/3 of the State of Arizona; <br />➢ Expert testimony for hearings on the Kern Delta Water Bank; <br />➢ Engineering and expert witness services provided for the State of <br />Colorado to support the defense of a lawsuit filed by the state of <br />Kansas regarding alleged violations of an interstate compact that <br />governs administration of the Arkansas River; <br />➢ Expert technical analysis and testimony provided during hearings on <br />Rules and Regulations in connection with Senate Bill 5; <br />➢ Deposition provided for Southern Pacific Lines regarding a <br />hydrologic and flood frequency analysis; <br />➢ Settlement negotiations for the Agricultural Ditch and Reservoir <br />Company in the Clear Creek basin in support of an adjudication of <br />- 5 - f30VLE <br />
