a. Conducting public hearings <br />b. Developing a Record of Decisions and Permit for projects that address environmental, <br />coordination with local citizens and programs and developing criteria to address safety <br />concerns. <br />c. Membership and participation on the North American Interstate Weather Modification Council <br />and the Weather Modification Association. <br />d. Serve as a regulatory agency by monitoring Snowpack Snow water equivalent and suspending <br />weather modification operations based on suspension criteria and avalanche warnings. <br />II, Flood Disaster Recovery and Mitigation Responsibilities <br />A. Task 1 — Support Responsibilities with Natural Resources Disaster Response Coordinator (DNR) <br />and OEM: Provide assistance in the following areas: <br />a. Identify and verify disaster - related natural resource problems within the state and inform DNR <br />Coordinator and OEM <br />b. Provide assistance to DNR Coordinator and OEM when requested. <br />c. Provide aerial photography for flood damage assessment as soon as possible <br />d. Assist in preparation of evacuation plans by providing available mapping and assistance as <br />needed <br />e. Prepare "14 day" post -flood risk reports to quickly identify actual flood problems and potential <br />flood mitigation opportunities on a site - specific basis. <br />B. Task 2 — Rapid Response to Flood Disasters: Enact the CWCB's Flood Response Program to address <br />declared disasters and non - declared individual flood and debris flow events. The objectives of the <br />program are to provide advance notices, document flood events, provide reasonable information flor <br />flood recovery operations, and rapidly deliver mitigation recommendations for a community response <br />plan. <br />The five elements of the Flood Response Program are: <br />a. Flood Forecasting and Preparation <br />b. Aerial Photography of Flooded Areas <br />c. Flood Documentation and Identification of Specific Hazards <br />d. Evaluations and Revisions to Designated Floodplain Studies <br />e. Development of Disaster and Recovery Mitigation Plans <br />Note: See attached Flood Response Program Guide <br />
