Colorado Water Conservation Board (CWCB) <br />Flood Protection Program <br />Internal Operating Plan <br />Support to the Department of Natural Resources (DNR) Internal Operating Plan <br />Revised March 26, 2004 <br />I, Normal Programmatic Responsibilities <br />A. Task 1 - Floodplain Designation: Review new and revised floodplain information reports and maps for <br />CWCB and local governments to designate and approve. These reports and maps address the delineation <br />of the State's 100 -year floodplains. The Board's designation action assures compliance with the <br />CWCB's Rules and Regulations for the delineation of 100 -year floodplains. Review and approve <br />published floodplain information from the following sources: <br />a. Flood Insurance Study <br />b. Floodplain Information Report <br />c. Flood Insurance Rate Map <br />d. Flood Hazard Boundary Map <br />e. Flood Hazard Area Delineation <br />f. Special Summary Report from a Flood Related Study <br />B. Task 2 - Floodplain Identification: Produce and review floodplain studies to identify flood and debris <br />flow hazard areas, including post - wildfire hazards related to burned watersheds in forested areas. <br />Clarify flood - related issues for CWCB and other state, federal, and local entities. Activities include <br />producing and publishing floodplain information reports that show and present the 100 -year floodplain <br />information for the State's flood prone areas. The CWCB shall use the financial and technical resources <br />local, state, federal and private resources for the accomplishment of this objective. The CWCB actions <br />will allow all Colorado communities the opportunity to secure legally enforceable floodplain <br />information for their floodplain management programs. Use state -of -the -art technologies whenever <br />possible such as: <br />a. GIS <br />b. GPS <br />c. Digital floodplain delineation using automated techniques <br />d. LIDAR <br />e. Two - dimensional hydraulic modeling <br />C. Task 3 - Prepare for and Respond to Flood Events: Prepare for and respond to flood events including <br />conducting field and technical activities (i.e. documentation of the flood and providing technical <br />guidance and support) in response to significant floods in Colorado. Staff the CWCB mitigation officer <br />position during declared disasters. Activities entail analyzing annual flooding threat and the response to <br />actual flood event and post flood recovery activities. The CWCB works with the Governor's Office, <br />OEM, MRCS, CDOT, DWR, DNR, DOLA, NWS, FEMA, Corps of Engineers, and local governments <br />regarding advanced measures and preparedness, flood fight activities, and post flood recovery <br />operations. The activities are: <br />a. Monitoring flood threats <br />b. Aerial photography of an actual flood event <br />c. Post -flood documentation and reporting <br />d. Preparing flood mitigation and response plans <br />D. Task 4 - Recover from and Mitigate Flood Hazards: Provide technical services to support recovery <br />from and mitigation to flood and flood hazards. Includes providing post -flood technical guidance for <br />
