Consultant Selection Process
Pursuant to Sections 24 -30 -1401 through 1408, CRS, notice is hereby given that the
CWCB may retain engineering services to contract for a reconnaissance level study of
water management and storage options. The CWCB is required by statute to conduct a
consultant selection process. The selection process will include the following steps:
1. Request Statement of Qualifications (SOQ) for interested firms.
2. Evaluate and rank the SOQ's.
3. Conduct interviews with the top three (3) ranked firms.
4. Rank the firms based on their SOQ and interviews.
5. Enter scope of work and contract negotiations with the highest ranked firm. If a
satisfactory contract can not be negotiated, enter into scope of work and contract
negotiations sequentially with the second and third ranked firm.
The firm selected for the reconnaissance study may be selected to conduct feasibility
study, design, and construction management if warranted (based on project merit, firm
performance and cost) and funded by CWCB and the legislature.
3
