Complete a more detailed evaluation of regulatory and institutional requirements and <br />identify any fatal flaws. <br />Task 5 - Selection and Evaluation of Preferred Alternative(s) <br />Under Task 5 individual alternatives will be refined and a short list of the most favorable <br />alternatives will be completed. The screening of alternatives should be presented in a <br />manner that distinguishes and highlights their differences. <br />5.1 Develop a screening procedure(s) for short listed projects. <br />5.2 In conjunction with the Technical Advisory Committee, apply the screening <br />procedure(s) to the alternatives from Task 4. <br />5.3 Assist in the selection of preferred alternative(s). <br />5.4 Refine preliminary design, yields and cost estimates for the preferred <br />alternative(s) including operation and maintenance costs. <br />5.5 Prepare preliminary implementation schedule(s) for the preferred alternative(s). <br />Task 6 - Financial and Institutional Considerations <br />This task will be developed in conjunction with representatives of the State of Colorado and <br />with input from the Technical Advisory Committee. The goal of Task 6 is to present a full <br />range of funding and management options (public, private, or a combination of the two) for <br />development, implementation and maintenance of any selected water project. Within the <br />public sector multiple funding and management scenarios should be evaluated. The analysis <br />will include a summary of the pros and cons associated with each development and <br />management scenario. This task will include analysis of funding and management options <br />for the selected water project and all of the elements of the Proposed Program (i.e., ground <br />water recharge). <br />DRAFT FINAL - September 2000 <br />
