Looking forward, it is hoped that another meeting might be scheduled on Wednesday and/or_ <br />Thursday, September 24, 25, 2003. Subjects ripe for further consideration include: <br />4B 1 &2 Winter Water Account of convenience and timely distribution of 3 5 % <br />storage charge <br />• Discussion of Mr. Salter's response to Colorado's proposed <br />resolution <br />4C1 Appropriate determination of transit loss under Section II (E)(4) <br />• Discussion of Mr. Salter's comments pertaining to the Ley report <br />• Discussion of additional work to be undertaken as proposed by Ley <br />and the possibility of joint participation by both states <br />4C2 Appropriate accounting procedure to be used in settlement for deficit in <br />delivery of Article II to Kansas <br />• Discussion of Mr. Salter's August 26h interpretation of the 1980 <br />Operating Plan <br />4D2 Non - reporting of Section II(C)(1) determination <br />• Discuss whether or not Kansas believes that an incident of <br />inappropriate temporary storage or averaging of flows occurred in <br />2002 <br />4E1 &2 Interrupted transfers from conservation storage to accounts <br />• Discuss whether Kansas holds principled objections to the practices <br />raised as concerns or if resolution is possible through the means <br />suggested in the issues matrix. <br />The feasibility of alternating the office and duties of Operations Secretary between the <br />states may also be discussed, assuming the Assistant Operations Secretary can deliver a <br />concept paper advocating the procedure in time for this meeting. If not, those discussions <br />may have to be deferred to a later date. <br />Finally, a final review of those matrix issues that have been previously debated and <br />briefed before the Operations Committee and deemed less likely to be resolved at the <br />staff level should be undertaken to see if agreein ent can be reached as to -the elements <br />requested to be iacluded in the December 2003 Report to the Operations Committee. <br />Sincerely, <br />Steven J.
