At the same <br />time, population and economic growth in the Tijuana - Rosarito metropolitan area has <br />created a growing interest in Mexico to evaluate the transfer of additional portions of <br />that country's Colorado River water entitlement to Tijuana. Recognizing the overlap <br />of interests, the San Diego County Water Authority worked with the International <br />Boundary and Water Commission and Mexican water officials to structure an <br />agreement between the two countries to conduct joint feasibility studies of a Bi- <br />National aqueduct project. <br />Working under contract to the Authority, Boyle is evaluating the feasibility and costs <br />of alternative aqueduct alignments. The project concept includes approximately 100 <br />miles of pipeline in open cut and tunnel sections, along with large pump stations, <br />hydroelectric facilities, and <br />storage reservoirs. <br />In addition, Boyle provided <br />conceptual engineering <br />services related to the <br />development of a 500 - <br />mgd membrane filtration <br />water treatment plant to <br />treat Colorado River water. <br />Conceptual cost analysis <br />was performed based on <br />reducing the total dissolved <br />solids content of Colorado <br />River water to 500 mg /L. <br />F3OVLE <br />
