i
EXHIBIT A
SUSCEPTIBILITY ANALYSIS AND REPORTING
AMENDED SCOPE OF WORK FOR SUS TING
SURFACE WATER AND GROUNDWATER UNDER THE INFLUENCE OF SURFACE WATER PUBLIC
WATER SYSTEMS
This amended scope of work has been divided into thirteen (13) tasks, described below. Tasks 1 through 9 and Task
13 comprise "Work Package A" and Tasks 10 through 12 comprise "Work Package B ". The timing of these tasks
will be coordinated between EnecoTech and WQCD as laid out in the attached "Schedule of Activities and Timeline
for Completion" in Exhibit E.
The scope of work has been revised to be consistent with the budget remaining ($1,096,446) at the time EnecoTech
was assigned the contract on June 14, 2002. The scope of work modifications has resulted, in many cases, in re-
allocating portions of the original task budgets to be consistent with supporting the efforts under the revised tasks.
To better understand the breakdown of the modified project budget, the budget has been split into three major
activity categories:
• Preliminary Design Review (PDR) (this portion of the project has been accepted and approved by WQCD,
• Critical Design Review (CDR), and
• Post -CDR.
The amended scope of work for the remainder of the project (post -PDR) is dependent on the remaining budget and
the WQCD's priorities for the Toolset. At this time, the post -PDR scope of work has been re- evaluated at the end of
the PDR task, and the scope of work for the remainder of the project has been designed to the budget available to •
address the WQCD's highest priorities.
Task 1: Preliminary Data Evaluation
Note: this entire task is a Pre -PDR task which has been completed by EnecoTech and accepted by WQCD.
Pre -PDR (entire task)
To create a successful system, the user's needs must be determined. This will be done in two phases - concept
definition and functional requirements. The objective of this task is to conduct a preliminary evaluation of the
various existing data sources. Information obtained from this evaluation will be useful in developing both the
concept definition and functional requirements for the project. At the completion of this task, the WQCD and the
Contractor will have a shared vision of the project. The final deliverable will be a concept definition document that
will be reviewed for acceptance by the WQCD.
Task 1.1 Proiect Initiation
The Contractor will hold meetings and conference call discussions to initiate the project. The Contractor will
interview the WQCD staff to determine their goals and visions. The Contractor will also brainstorm, establish
relevant facts and define assumptions. The Contractor will be prepared to present its ideas as well. These meetings
and discussions will clarify the scope of the project.
Task 1.2 Initial Data Evaluation
The Contractor will conduct an initial data evaluation of the major data sources provided to the Contractor as of June
14, 2002. The initial data evaluation will be conducted on the spatial data library, the distributed databases (i.e.,
Potential Sources of Contamination (PSOC) and water sources), incidental data collected by the Source Water •
Assessment Area (SWAA) and Contaminant Inventory (CI) contractors, and the deliverables (planned and / or
Second Amendment SA SWAP MOU -final 01116/03 Page 4 of 13
