Mr. Daniel Law <br />January 15, 2003 <br />5 <br />• project budget if needed because of the limited number of Authority Board meetings (March, April, and <br />June). Any delays from amendments to the MOUs beyond those discussed herein will likely affect <br />meeting the statutory deadline of August 17, 2003 for release to the public of the surface water <br />assessments and final reports. <br />Potential needs identified at present by the WQCD for the additional $160,000 include the SWAP <br />susceptibility analysis and Safe Drinking Water Information System (SDWIS) information management <br />model integration, refined geographic information system capability, refined potential sources of <br />contamination data compilation, selective draft report testing, expanded final report development and <br />distribution assistance, and WQCD feedback on assessment reports. All of these activities could <br />improve the overall quality of the SWAP program by providing optimum integration of the many and <br />varied geographic locations, environmental data, and analytical components presented in the final <br />assessment reports. <br />The WQCD will provide regular updates to the Authority staff regarding the progress being made by <br />both contractors to meet the August 2003 and January 2004 deadlines. These updates will identify <br />where the additional contingency funding may be necessary to satisfactorily complete the project. The <br />WQCD will then discuss with Authority staff the need for future MOU amendments to access these <br />funds. <br />Conclusions <br />• The final phase of the SWAP program will culminate in the release to the public of the source water <br />assessment reports. The final reports are anticipated to be informative and useful at various levels <br />throughout the public and private sectors in Colorado. The WQCD is confident that these proposed <br />MOU modifications will provide the definition necessary to achieve the desired project goals. <br />The WQCD appreciates the efforts of your staff and the Authority Board in bringing us to this juncture. <br />It is our hope that you will find the proposed modifications to be acceptable.
