Implementation of many water conservation and reregulation projects under the Proposed <br />Program requires that they operate, to the extent practicable, with respect to Program target <br />flows. The applicable target flows may be expressed in tei ins of either weighted-monthly <br />average targets or flexible daily flow targets, depending upon the Program element <br />(Attachment F). In both cases, it will be necessary to determine whether the operations (past or <br />projected) occur under "wet", "average", or "dry" flow conditions. <br />Criteria that will be used to determine whether "wet", "average", or "dry" hydrologic conditions <br />exist (or existed) are described in Attachment G. <br />For Program water activities operating against weighted- monthly average target conditions, <br />the monthly target flows will be quantified as shown in the final column of the tables in <br />Attachment E for the corresponding "wet", "average", and "dry" conditions. As already <br />discussed., these weighted- monthly averages are derived 11-om the Service's recommendations for <br />species flow plus annual. pulse flow targets. <br />For Program water activities operating against flexible daily flow targets, the daily target will <br />be determined as shown in Attachment H. These targets also are based on Service <br />recommendations for both species flows and annual pulse flows. The Service believes that the <br />methodology shown in Attachment H represents a reasonable approach for addressing the full <br />Suite of annual.
