Section 7 Consultation Workshops and Website
With the Program starting in 2007, the Service and others anticipated many questions
from federal agencies and project applicants concerning the consultation procedures
under the Program, and how various projects would be addressed by a Depletion Plan. A
series of workshops were held in each State to explain the procedures and provide
information to other federal agencies consulting with the Service on water - related
activ*ties, The Service appreciates the involvement and participation of the States of
Colorado, Wyoming, and Nebraska, and representatives from the South Platte Water
Related Activities Program in Colorado, and the Natural Resource Districts in Nebraska,
in conducting these workshops.
A Service maintained website has been established to make available to federal agencies
and project proponents the "template" biological assessment to be used during a
streamlined consultation. For each State and the Federal Depletion Plan, there is a
Guidance Document providing explanation, along with a copy of the full Depletion Plan
and other relevant information. The site is at: http://www.fws-gov/platteriver/ and

Delisting of Bald Eagle
The template biological assessments and biological opinions were modified in August of
2007 to reflect the delisting of the bald eagle under the Endangered Species Act.
Section 7 Activity in 2007
Seventeen consultations were completed in 2007, and some involved two separate
Depletion Plans to address the project (e.g., Wyoming's and Colorado's Plan). Of the 17
consultations, there were 11 projects linked to Colorado's Depletion Plan, 6 projects
linked to Wyoming's Depletions Plan, one project linked to Nebraska's Depletion Plan,
and one existing Federal Depletion covered by the programmatic biological opinion.
The reporting categories are self - explanatory and include the Project name, State,
Applicant name, biological opinion (BO) date, BO Number, an internal Service Tracking
