s <br />b. Sludge Settling Ponds consisting of approximately 12 acre - <br />feet of sludge settling volume in two ponds with a water <br />surface of approximately one acre each. This item will <br />also include 1026 lineal feet of 8 -inch pipe and 9 manholes. <br />This item is located in the NW4 NW4 of Section 15, Township <br />6 South, Range 93 West of the 6th Principal Meridian. This <br />is located on lands owned by the City of Rifle. <br />c. Exterior Piping consisting of 24 -inch by -pass line around <br />new treatment plant and finished water line from new plant <br />to existing transmission lines. The by -pass line consists <br />of approximately 210 lineal feet of 24 -inch ductile iron <br />pipe, 4 900 bends, 4 24 -inch tees, 1 24 -inch butterfly <br />valve and other items as shown on Site Plan Sheet C -5 <br />(Appendix "A "). The finished water line consists of <br />approximately 125 lineal feet of 20 -inch ductile iron pipe, <br />2 450 20 -inch bends, 1 20 -inch tee, 1 16 -inch tee, 2 16- <br />inch butterfly valves and other items as shown on Site Plan <br />C -5 (Appendix "A "). <br />d. Treated Water Clear Well pumps and piping consisting of <br />3 10 -inch 1350 gpm 50 hp vertical turbine pumps together <br />with pipe manifold and fittings as shown on Sheet SM -9, <br />(Appendix "A ") and located in the Graham Mesa Water <br />Treatment Plant. <br />3. Permit periodic inspection of construction by authorized repre- <br />sentatives of the State during construction and permit the State to <br />review and approve or disapprove any contracts for the construction <br />of the project or the performance rk pursuant to such contracts <br />or subcontracts. <br />4. Without expense to the St4o aria rate, and maintain the <br />project system continuously in e i _ and economical manner, <br />and assume all legal liability for anagement, operation and <br />maintenance. <br />"'L <br />5. Make the services of said 141,ject available within its capacity <br />to all persons in the Contractoi's service area without discrimina- <br />tion as to race, color, religion, or natural origin at reasonable <br />charges, including assessments, taxes, or fees in accordance with <br />a schedule of such charges, whether for one or more classes of <br />service, formally adopted by the Contractor through its board of <br />directors, as may be modified from time to time by the Contractor. <br />The initial rate schedule must be approved by the State. Thereafter, <br />the Contractor may make such modifications to the rate schedule as <br />the Contractor deems necessary to efficiently and economically <br />provide for the financial requirements of the system as long as the <br />rate schedule remains reasonable and non - discriminatory, and subject <br />to the approval by the State. <br />6. Adjust its operating costs and service charges from time to time <br />to provide for adequate operation and maintenance, emergency repair <br />services, obsolescence reserves, and debt reserves. <br />7. Expand the system from time to time to meet reasonable growth or <br />service requirements in the area within its jurisdiction. <br />8. Provide the State with such periodic reports as it may require <br />-_d .-�ermi } � ri ndi c inspections of its operations and acco`ints by a <br />designated representative of the State. The Colorado Water Conserva- <br />tion Board, its agents and employees, is hereby designated as the <br />agent of the State for the purpose of this contract. <br />9. Purchase from the State all of the State's right, title, and <br />interest in said project and any facilities thereof at a total <br />purchase price of Six Hundred Six Thousand Two Hundred Forty Dollars <br />($606,240) payable in forty (40) annual installments of Fifteen <br />Thousand One Hundred Fifty -Six Dollars ($15,156) each, which first <br />Page _?_ of __5 pages <br />
