Headwaters Corporation <br />Providing Services as <br />Office of the Executive Director for <br />Platte River Recovery Implementation Program <br />Summary of Significant Activity for the Period <br />April 25 to June 5, 2010 <br />Land Plan Implementation <br />• Advanced discussions seeking resolution of boundary issues on several properties. Agreement reached with <br />other land owners on Properties 2009003 and 2009004. Discussions continue at Properties 2008001, <br />2009008, and 2010001. <br />• Worked with land owner to finish survey and finalize terms of easement in Fort Kearny Complex (Tract <br />0805). <br />• Continued contacts with neighbors to WCT Tracts Dipel and Uridil for management agreements to allow <br />development of experimental sites at these locations. Limited success to date. <br />• Coordination with Anchor Point landowners in anticipation of summer data collection season. <br />• Continued discussions with adjoining landowners at Elm Creek Complex for management agreements for <br />experimental site development. Most agreements are settled, agreement with NPPD still under discussion. <br />• On -going discussions leading toward eventual land evaluations on several new potential properties. <br />• Repair and maintenance efforts at Lodge and Cabin in preparation for housing USGS and summer seasonal <br />monitoring and research personnel. <br />• Routine management, oversight, and maintenance operations on all properties and equipment, including <br />fence repair, road maintenance, and building upkeep. <br />• Routine coordination with tenants on agricultural operations. <br />• Spraying for control of noxious weeds on all properties. <br />• Coordination with DU on construction activities on Property 20100001. <br />Water Plan Implementation <br />• Completion of Phase II J2 Re- regulating Reservoir feasibility scoping focusing on analysis to refine <br />alternatives and conclude full feasibility, including concurrence from WAC. Contract developed and <br />executed. <br />• On -going coordination of efforts with GC subcommittee associated with test case development for <br />alternatives scoring. Results of analyses performed with continuous hydrologic /operations spreadsheet <br />presented. Additional work to address supplemental questions raised was completed. Finalization of <br />documentation memo completed. <br />• Advanced understanding and development of specific strategies for water right filings in Nebraska, including <br />both ground water recharge and surface water transfer potentials. <br />• On -going discussions with water attorney representing surface water right holders interested in selling water <br />rights to Program. Discussions between NPPD and the Program concerning this water transfer occurring <br />simultaneously with discussions with water rights holders. <br />
