U� <br />SMITH WILLIAMS CONSULTANTS, INC. <br />January 3, 2007 Young Creek Reservoir 1 -2 Rehabilitation <br />Project 1007 Construction and Maintenance Progress Report <br />work being performed. We have attached pictures depicting typical construction activities at the <br />end of the report. <br />Variations from the drawings and specifications include the installation of two additional <br />V -notch weirs as previously described. The first additional weir was installed just south of the <br />design weir to collect seepage and meteoric waters from the southern reservoir abutment area. <br />The second additional weir was installed north of the design weir along the toe of the reservoir to <br />collect seepage waters along the western flank of the reservoir. The three weirs were embedded <br />into the seepage collection outlets with wooden posts in lieu of concrete headwalls. <br />The seepage monitoring system and existing piezometers were monitored approximately every <br />week during the active containment of the reservoir over 2006. The piezometric levels in 2006 <br />did not exceed more than 2 feet (under full reservoir conditions) from the maximum historic <br />levels summarized in Table 1. The seepage recorded at the V -notch weirs, at peak outflow in <br />early June, was approximately 0.4 cfs. This maximum value is within the acceptable levels as <br />outlined in the letter issued to your office on August 24, 2005. The seepage data are summarized <br />in Table 2. If the levels within either the piezometers or V -notch weirs exceed acceptable limits, <br />additional analyses and rehabilitation steps would have to be taken. <br />We suggest that monitoring in the future continue at the agreed frequencies through the summer <br />of 2007. At the end of the two full irrigation seasons of monitoring, it would be suggested to <br />formulate a permanent monitoring plan for submittal to the state for review, approval, and <br />implementation. <br />We have attached a set of as -built construction drawings as described above for verification of <br />construction activities. <br />It is our opinion that the remediation activities were completed in general conformance with the <br />design intent and specifications.
