This letter summarizes the completed <br />construction activities and resultant seepage monitoring through 2006. This letter was not issued <br />at the terminus of construction due to the fact that surveying could not be completed as a result <br />of inclement weather. Survey was completed in the fall of 2006. <br />As you know, Smith Williams issued a letter to your office in August of 2005 delineating the <br />seepage analysis results and remedial work to be completed on the Young Creek Reservoir. The <br />analysis was completed to assess the seepage conditions within the dam and underlying rock <br />foundation. Based upon the results, it was determined that the reservoir was not in eminent <br />danger and remediation activities could commence to repair surficial damage to the reservoir <br />impoundment and install a more rigorous seepage monitoring system. <br />Remediation activities completed include the following: <br />■ Stripping vegetation on the downstream toe of the reservoir to facilitate identification <br />of seepage outlet points <br />■ Channelizing the seepage to several low points where three 12 -inch deep, 90- degree <br />V -notch weirs were installed to monitor seepage collection outfalls as outlined in the <br />design report <br />■ Removing riprap on the dam face and groin areas to identify potential "sink holes" <br />■ Repairing existing "sink holes" on the left flank of the reservoir based upon the detail <br />submitted to your office by Knight Piesold and Company on October 10, 2001 <br />The owner's representative Hans Reusch oversaw the construction activities, completed by <br />Pioneer Excavating, and verified that construction was completed in accordance with the design <br />specifications.
