Box 588 <br />Granby, Colorado 80446 <br />Subject: Winter Park Water & Sanitation District <br />Dear Stan: <br />The major principles of a cooperative agreement between the <br />District and the Denver Water Board which would permit the <br />District to meet its minimum flow obligations at the Fraser <br />River gage are described below. <br />Any agreement I negotiated with you would include other <br />related matters and is subject to ai,proval by my Board. <br />1. The exact wording of the r.iinimurn flow re uirement <br />imposed upon the District by the Fores vice <br />must be made known to the Board pr.io tir- <br />ing into an agreement. <br />2. The Board will by -pass sufficient th t 1 <br />flow of the Fraser River at. the Boar- r <br />River head -gate to make up for net e ons <br />resulting from the District's ope s above <br />the gage.- <br />3. The District's diversions from the Fraser River <br />shall be made under the iuLhority of water rights <br />owned by the District.. The Board's water rights <br />may not be used for this purpose. <br />4. Diversions by the District shall be by means of <br />its own facilities and not those of the Board. <br />5. In return for increasing its by- passes on the <br />Fraser River, the Board would decrease its by- <br />passes for downstream irrigation rights on <br />St. Louis Creek. This reduction would come <br />about by the retirement of the remaining <br />rights not owned by the Board in the Crooked <br />Creek Supply Ditch and the consequent retire- <br />ment of the ditch itself. <br />APPENDIX A <br />
