Senior water rights changed by WAS for augmentation use total approximately 1,000 acre -feet <br />per year, i.e., about 1,000 acre -feet may be used in the projection of WAS operations. WAS owns the <br />decree for Shores Lake which can store water under junior priorities (7,500 acre - feet), and WAS <br />owns one -third of the decree (22,700 acre -feet) authorizing CCWCD's Recharge and Exchange Plan <br />(C -REP). C -REP consists of multiple recharge projects and includes diversions to recharge and <br />operation of exchanges under junior water rights. Pursuant to their augmentation plan decree, WAS may project operations using <br />leased sources for the period of the leases but may not project the ability to secure additional <br />leases. Water leases are a very important component of WAS water supplies and in recent years it <br />has become increasingly difficult for WAS to secure long -term leases. <br />Since 2009 WAS has also used water supplies delivered through the Colorado -Big Thompson <br />Project (CBT) to replace depletions from prior -year pumping. WAS can use CBT to replace <br />depletions associated with member well pumping that occurred prior to the year 2003. The statute <br />allowing WAS to use CBT as a replacement water supply sunsets in the year 2017. <br />AUGMENTATION PLAN DECREED IN CASE NO. 03CW099 <br />The decree adjudicating the WAS plan for augmentation requires projection of future operations to <br />demonstrate that sufficient water supplies will be available to fully replace out -of- priority well <br />depletions. The projections occur using a "projection tool" that compares future depletions caused <br />by well pumping to the future replacement supplies that WAS will have available. WAS is required <br />to project operations for a period of at least seven years and must project a continuous very senior <br />LeonardRice <br />ENGINEERS.INC. <br />
