The remaining depletions <br />(14 %) occur over the next 10 - 15 years. To the extent upstream water supplies are in excess of WAS's replacement needs, <br />the excess water can be carried downstream, subject to transit loss, to replace depletions lower on <br />the river. The WAS Decree requires replacement of out -of- priority depletions to Reach D (Beebe <br />Draw) and Reach E (Box Elder Creek) at the confluences of Beebe Draw and Box Elder Creek with <br />the South Platte River, respectively. WAS coordinates with Central and GMS in the operation of <br />bypass structures to carry upstream supplies to downstream locations. <br />WAS's current portfolio of water rights consists of changed senior direct flow rights and junior <br />storage, recharge and exchange rights that have been decreed or are pending adjudication (Table <br />LeonardRice <br />ENGINEERSANC, <br />
