June 30, 2008 <br />F. Funding <br />The Stakeholder Group recognizes the need to identify and secure a funding mechanism to help <br />implement the Management Plan Alternative. Stakeholders will explore funding options for the <br />Management Plan Alternative over the long term. Options include but are not limited to: <br />• Establishment of an endowment fund. <br />• Securing a GOCO Legacy Grant. <br />• Reliance on funding sources available to federal, state and local agencies participating <br />in the Management Plan Alternative (including potential funding for specific projects <br />that the SG chooses to implement). <br />• Establishment of fee areas as a source of potential funding. <br />G. Management Plan Alternative Implementation and Governance <br />The Stakeholder Group recognizes that an important element of the Management Plan <br />Alternative will be the definition of management strategies. These strategies will address: <br />• Recommendations on a governance structure for providing oversight to the <br />Management Plan Alternative. <br />• Recommendations on collaborative and coordinated management measures and <br />partnerships. <br />• Resolving issues, conflicts and unforeseen changes. <br />• Mechanisms for implementation of management strategies. <br />• Mechanisms for addressing enforceability. <br />Management strategies will depend upon the plan elements that are proposed. As the water and <br />land based protection elements become better defined, the Stakeholder Group commits to <br />developing specific management recommendations for the plan. <br />H. Agency Coordination <br />The Stakeholder Group commits to evaluating mechanisms for cooperation and coordination <br />with project proponents and federal permitting agencies to address the potential effects of future <br />projects on ORVs. An array of mechanisms will be assessed for inclusion in the Management <br />Plan Alternative. These may include: <br />• The standard public review process for projects. <br />• The Stakeholder Group petitioning the BLM to develop an MOU for interagency <br />consultation for cooperation and consultation with decision - making agencies and <br />project proponents of on- stream or upstream projects that have the potential to <br />negatively affect ORVs. <br />• Establishment of protection ideas within the plan intended to address potential impacts <br />associated with future water supply development. <br />• Adaptive management to address changes with future projects and potential effects on <br />ORVs and to modify protection measures as needed. <br />A separate mechanism may be identified for coordination and cooperation with local and state <br />agencies regarding state and local permitting processes that either may be affected by the <br />implementation of the Management Plan Alternative or that may affect the ORVs. <br />-31- <br />
