The federal government <br />School District 70 Y g <br />Pueblo Library District would still own the facility and retain control of <br />some operations. <br />"I felt it was a very productive dialogue," <br />Arveschoug said. <br />Board members also talked about opposing a <br />statewide growth- restriction ballot question. The <br />Northern Colorado Water Conservancy District <br />already has allocated money to fight th <br />question's ballot title. <br />The initiative would ask voters to allow growth <br />only in predetermined zones. District board <br />members said they worry that, if passed, the <br />initiative could allow local voters to derail water <br />projects. <br />Board member Denzel Goodwin asked if the <br />Southeastern district could join the efforts to <br />derail the question in the title - setting process. <br />However, Arveschoug said the district would <br />have to find a reason to oppose the question's <br />ballot title, perhaps by alleging that the question <br />contains more than one subject. <br />"It's a close call on this one," said district lawyer <br />Stephen Leonhardt. <br />Board members heard from division engineer <br />Steve Witte that the evidence presentation for <br />damages in the Colorado- Kansas lawsuit is <br />finished. <br />Witte said Kansas has estimated that Colorado <br />owes it $63 million in damages for taking too <br />much water in the Arkansas River during the <br />past 50 or so years. <br />Colorado has estimated those damages at $9 <br />million. <br />The federal courts official hearing the case will <br />issue a decision sometime this summer, Witte <br />said.
