Year - 2000 Highlights of the Water Activity Enterprise <br />The Southeastern District established the Southeastern Colorado Water Activity Enterprise ( "the <br />Enterprise ") September 21, 1995. The original purpose of the Enterprise was to administer the sale of <br />Fryingpan- Arkansas Project Water return flows, and to allow any revenues to be accounted for under an <br />enterprise fund instead of the District's general fund. This would require the Enterprise to operate as an <br />outside business of the District as defined by state law and the TABOR provisions of Colorado's <br />constitution. <br />Since 1995 the District has expanded the responsibilities of the Water Activity Enterprise to <br />include the sale of "District- owned" Project Water (allocated Project Water that has been returned to the <br />District) and the repayment of the Safety of Dams (SOD) repair costs for Pueblo Dam RCC (roller - <br />compacted concrete) project. In both cases, the Enterprise was best suited to administer the financial <br />responsibilities of these ventures, and that allowed the District to continue to operate within the bounds <br />of TABOR and stay focused on Fryingpan- Arkansas Project operations and repayment. <br />In 2000 the Water Activity Enterprise generated $199,198 in revenue from the sale of Project <br />Water Return Flows and Enterprise -owned Project Water. In addition, the Enterprise collected $192,632 <br />through the assessment of the Safety of Dams surcharges. These dollars were used to pay the SOD <br />repayment obligation and reimbursed the District for up -front funding the M &I portion of the repair work <br />at Pueblo Dam. In 2000 the Enterprise paid the Bureau of Reclamation $55,205 toward the estimated <br />total of $867,407 for SOD costs owed by the Enterprise. <br />To help meet the groundwater depletion replacement requirements of well owners within the <br />Southeastern District's service area, the Water Activity Enterprise sold 18,197 acre -feet of Project Water <br />Return Flows in the year 2000 and nearly 22,000 acre -feet of Enterprise -owned Project Water. <br />i <br />
