Steve Arveschoug told the Board that there remains a couple of outstanding issues to resolve, including conditions to help Otero County, but that the IGA was nearly complete. The IGA would keep Aurora out of the Preferred Storage Options Plan (enlargement of Pueblo Reservoir), but would allow Aurora to continue the practice of using If & When storage space in Pueblo Reservoir. Aurora would pay the District $2.25 million, with these funds dedicated to support the development of the Arkansas Valley Pipeline project, support the repayment of the original Fry-Ark Project construction costs, and help fund an O &M r e s e r v e f u n d. Notwithstanding the financial payments, Aurora's use of the Project would, at all times, be subordinate to Project purposes and uses within the District. Aurora could use their If & When storage space for their existing water rights including the new Rocky Ford Ditch water rights that Aurora now has under contract. However, the draft IGA includes a provision that would not allow Aurora to use the If & When storage contract in the Fry -Ark Project to transfer additional water rights out of the basin. District staff will continue DISTRICT'S WATER RESOURCES MANAGER POSITION IS FILLED After receiving and reviewing over forty resumes for the Water Resources Manager position left vacant by the resignation of Tom Simpson in April, Robert W. "Bob" Hamilton, P.E. was selected to fill the position. The general manager reviewed the resumes and selected seven for a personal interview with the personnel committee. Bob was interviewed via telephone the first time, and was asked to participate in a second interview in person with the personnel committee. The personnel committee was impressed with Bob's qualifications and his knowledge of the lower Arkansas Valley and the southeastern District. Bob's knowledge and experience of the lower Arkansas Valley and the Southeastern Colorado Water Conservancy District (District) come from working for Foxley Cattle Company in Crowley County and serving as a member of the Districts board of directors from April 1985 - December 1987. His previous experience will be a great benefit to the District and its constituents. Bob leaves a position in Cambria, California working for Cambria Water District where he served as Assistant General Manager/Utilities Manager for the past 14 years.
