Steve <br />Arveschoug told the Board <br />that there remains a couple <br />of outstanding issues to <br />resolve, including conditions <br />to help Otero County, but <br />that the IGA was nearly <br />complete. <br />The IGA would keep <br />Aurora out of the Preferred <br />Storage Options Plan <br />(enlargement of Pueblo <br />Reservoir), but would allow <br />Aurora to continue the <br />practice of using If & When <br />storage space in Pueblo <br />Reservoir. Aurora would pay <br />the District $2.25 million, with <br />these funds dedicated to <br />support the development of <br />the Arkansas Valley Pipeline <br />project, support the <br />repayment of the original <br />Fry-Ark Project construction <br />costs, and help fund an O &M <br />r e s e r v e f u n d. <br />Notwithstanding the financial <br />payments, Aurora's use of <br />the Project would, at all <br />times, be subordinate to <br />Project purposes and uses <br />within the District. Aurora <br />could use their If & When <br />storage space for their <br />existing water rights <br />including the new Rocky <br />Ford Ditch water rights that <br />Aurora now has under <br />contract. However, the draft <br />IGA includes a provision that <br />would not allow Aurora to <br />use the If & When storage <br />contract in the Fry -Ark <br />Project to transfer additional <br />water rights out of the basin. <br />District staff will continue <br />DISTRICT'S WATER RESOURCES <br />MANAGER POSITION IS FILLED <br />After receiving and reviewing <br />over forty resumes for the Water <br />Resources Manager position left <br />vacant by the resignation of Tom <br />Simpson in April, Robert W. <br />"Bob" Hamilton, P.E. was <br />selected to fill the position. <br />The general manager reviewed <br />the resumes and selected seven <br />for a personal interview with the <br />personnel committee. Bob was <br />interviewed via telephone the <br />first time, and was asked to <br />participate in a second interview <br />in person with the personnel <br />committee. <br />The personnel committee was <br />impressed with Bob's <br />qualifications and his knowledge <br />of the lower Arkansas Valley <br />and the southeastern District. <br />Bob's knowledge and <br />experience of the lower <br />Arkansas Valley and the <br />Southeastern Colorado Water <br />Conservancy District (District) <br />come from working for Foxley <br />Cattle Company in Crowley <br />County and serving as a member <br />of the Districts board of <br />directors from April 1985 - <br />December 1987. His previous <br />experience will be a great <br />benefit to the District and its <br />constituents. <br />Bob leaves a position in <br />Cambria, California working for <br />Cambria Water District where <br />he served as Assistant General <br />Manager/Utilities Manager for <br />the past 14 years. <br />The Board of <br />Directors and staff <br />welcome Bob.
