"THE DEVIL'S IN THE DETAILS" THE PROPOSED
IGA BETWEEN THE DISTRICT AND AURORA
The last three meetings of
the District's Board of
Directors (August 16, August
30, and September 20) have
featured a presentation and
discussion of the terms of a
potential deal between the
Southeastern Colorado
Water Conservancy District
(District) and the City of
Aurora (Aurora).
During these
meetings Board
members and the
public have had a
chance to comment
and question the
details of the
p r o p o s e d
agreement that
would resolve the
District /Aurora
conflict over
Aurora's use of the
excess capacity in
the Fry -Ark
Project — Pueblo Reservoir.
At the most recent meeting
of the District Board, General
Manager Steve Arveschoug
presented a draft
Intergovernmental
Agreement (IGA) that
represents several weeks of
negotiations with Aurora, and
his recommendation that
Aurora be excluded from the
development of new storage
space at Pueblo Reservoir.
At the August 30 special
Board meeting, the Directors
of the District voted
unanimously to direct the
District's general manager to
continue discussions with
Aurora and bring back a draft
IGA for the Board's
consideration.
The September
20 regularly
scheduled meeting
of the Board
included a
presentation and
discussion of the
draft IGA. No vote
was taken, but the
Board decided to
meet again October
4 (9:00 a.m. to
12:00 p.m., District
