News and Notes from the Southeastern Colorado Water Conservancy District <br />VOLUME 1, ISSUE 15 <br />SEPTEMBER 30, 2001 <br />"THE DEVIL'S IN THE DETAILS" THE PROPOSED <br />IGA BETWEEN THE DISTRICT AND AURORA <br />The last three meetings of <br />the District's Board of <br />Directors (August 16, August <br />30, and September 20) have <br />featured a presentation and <br />discussion of the terms of a <br />potential deal between the <br />Southeastern Colorado <br />Water Conservancy District <br />(District) and the City of <br />Aurora (Aurora). <br />During these <br />meetings Board <br />members and the <br />public have had a <br />chance to comment <br />and question the <br />details of the <br />p r o p o s e d <br />agreement that <br />would resolve the <br />District /Aurora <br />conflict over <br />Aurora's use of the <br />excess capacity in <br />the Fry -Ark <br />Project — Pueblo Reservoir. <br />At the most recent meeting <br />of the District Board, General <br />Manager Steve Arveschoug <br />presented a draft <br />Intergovernmental <br />Agreement (IGA) that <br />represents several weeks of <br />negotiations with Aurora, and <br />his recommendation that <br />Aurora be excluded from the <br />development of new storage <br />space at Pueblo Reservoir. <br />At the August 30 special <br />Board meeting, the Directors <br />of the District voted <br />unanimously to direct the <br />District's general manager to <br />continue discussions with <br />Aurora and bring back a draft <br />IGA for the Board's <br />consideration. <br />The September <br />20 regularly <br />scheduled meeting <br />of the Board <br />included a <br />presentation and <br />discussion of the <br />draft IGA.
