The District will provide the Committee and participants with <br />a copy of H.R. 4691. <br />A question was asked regarding a possible District -wide vote and what would happen to those <br />that have been paying for the expansion process so far. It was agreed if an ad valorum tax is <br />approved by District voters, participants would need to be refunded the costs they had paid. In <br />reply to a question by Joe Kelley it was noted that the 2013 time frame would slip if the <br />legislation isn't passed this year. <br />MASTER CAPACITY CONTRACT <br />Lee Miller reported that a draft MOU with the U.S. Bureau of Reclamation has been sent to <br />Reclamation with a three week comment period. The MOU will be distributed to the Committee <br />for comment then taken to the Board of Directors for approval by September. The MOU will <br />address the NEPA process, as well as the Colorado Springs Utilities use of Excess Capacity with <br />the Southern Delivery System. <br />The next meeting is scheduled for July 27, 2004 at 11:00 a.m., to coincide with the Arkansas <br />Valley Conduit meeting held at the District office.
