Southeastern Colorado Water Conservancy District Activity Enterprise <br />PREFERRED STORAGE OPTIONS PLAN (PSOP) MEETING <br />MINUTES <br />June 29, 2004 <br />Chairman Glenn Everett handed the meeting over to Phil Reynolds. Phil thanked those for <br />attending and introductions were made around the room. Preferred Storage Options Plan (PSOP) <br />Committee members present: Chairman Glenn Everett and Orville Tomky. Participants included: <br />John Rose, Lower Arkansas Valley River Water Project; Tom McAvoy and Karl Licis, The <br />Pueblo Chieftain; Dannie McMillan, City of Lamar; Jake Klein, Otero County; Bob Hartzman, <br />City of Canon City; Joe A. Kelley, City of La Junta; Tom Musgrove, U.S. Bureau of <br />Reclamation (Reclamation); Alan Ward and Bud O'Hara, Pueblo Board of Water Works; Pat <br />Edelmann, U.S. Geological Survey; Dan Henrichs, High Line Canal; Steve Harrison, Pueblo <br />West Metro District; Brett Gracely, Colorado Springs Utilities; Matt Heimerich, Crowley <br />County; Ray Kogovsek, District Lobbyist; Lee Miller, District attorney; District staff James <br />Broderick, Phil Reynolds, Bob Hamilton and Margie Miller. <br />MINUTES <br />Phil Reynolds stated the May 25, 2004 minutes and agenda were mailed to the PSOP Committee <br />and asked if there were any corrections to the minutes. With no further discussion Bud O'Hara <br />motioned to approve the minutes, motion was seconded and unanimously approved. <br />LEGISLATION <br />Jim Broderick reported the latest trip to Washington D.C. was postponed to June 16, 2004 due to <br />the death of past President Ronald Reagan. Pueblo City Council President Randy Thurston, <br />Pueblo City Manager Lee Evett, Colorado Springs City Councilwoman Margaret Radford, two <br />representatives from Colorado Springs Utilities, Fountain City Manager Larry Patterson, City of <br />Aurora Peter Binney, District lobbyist Ray Kogovsek and Christine Arbogast; James Broderick <br />and Glenn Everett representing the District were those that were able to meet with senators and <br />congressmen and their staff. The message was apparent that the entities involved are now <br />operating as a region to benefit the Arkansas Valley Basin, as a result of the IGA's and Goals <br />and Principles. The District has been in contact with the Colorado River District to address their <br />opposition to the PSOP. The PSOP legislation was dropped June 29, 2004. Mr. Broderick <br />reported that people are beginning to understand the legislation is simply asking for a feasibility <br />study and not enlargement of the reservoirs. Jim addressed the fact that once the feasibility study <br />is in place it will begin to address the concerns of Kansas regarding the Colorado Compact as <br />well as the River District's concerns. Jim thanked Ray Kogovsek and Christine Arbogast for <br />being proactive in a job well done, considering the obstacles. Jim noted that the study is vital, in <br />that it will answer all the questions that have been holding up the process. <br />The PSOP Committee will need to continue communications with the Kansas delegation, <br />working with USBR regarding the Colorado Kansas Compact, and keep lines of communication <br />open with Trout Unlimited to address PSOP. <br />Bud O'Hara informed the Committee that Senator McInnis understands the importance of the <br />PSOP. However, he did not want to endorse legislation unless he knew there was a realistic <br />
