SECWCD <br />May 20, 2004 <br />6 <br />RECORD OF PROCEEDING <br />ALLOCATION COMM ITTEE REPORT: <br />Mr. Hamilton reported at the May 13, 2004 Allocation Committee meeting Tom Musgrove of the <br />Bureau of Reclamation said that Reclamation's projections as of the first of May was that there <br />would be 15,232 acre -feet of Project water available for allocation. Bob Hamilton presented <br />charts showing the snowpack and also the similarity between Reclamation's 2002 and 2004 <br />Project projections. The Allocation Committee voted to recommend that the District Board <br />allocate only 10,000 acre -feet of Project water at this time. Fifty -one percent (51 %) should be <br />allocated to municipal entities and the remaining forty-nine percent (49 %) should be allocated to <br />agriculture. Also there were requests for allocations of emergency water from the City of La <br />Junta and the Town of Fowler. Staff will review these requests and present them to the Board at <br />the June meeting. <br />Mr. Hamilton recommended the Board allocate 10,010 acre -feet of Project water as <br />recommended in Tables 1 & 2 (see attached). Mr. Hazard moved, seconded by Mr. Aschermann, <br />to approve the recommendations. Motion unanimously carried. <br />WATER RtSUME REPORT: <br />Mr. Hamilton reported there was no action required in the April Division 2 or March Division 5 <br />resumes. There may be one case in the April Division 5 rdsume, which staff and legal counsel <br />will investigate further and report at the June meeting if any action is necessary. <br />TAMARISK REPORT: <br />On May 5, the District in cooperation with the Lower Arkansas Valley Water Conservancy <br />District and the Tamarisk Coalition held a meeting on Tamarisk control in the Arkansas Valley. <br />The purpose of the meeting was to seek interested people in tamarisk control in the Arkansas <br />River Basin and begin the process of getting a basin -wide organization formed. There were 54 <br />individuals in attendance, with representatives from a wide variety of entities. Another meeting <br />will be scheduled to include others that were suggested by the participants of the May 5 meeting. <br />It was a very productive meeting with four presentations given. <br />CONSERVATION OUTREACH REPORT: <br />Jean Van Pelt said she is a board member of the Colorado WaterWise Council and they partnered <br />with the League of Women Voter of Colorado Education Fund to create a CD entitled Colorado <br />Water past, present, and future choices. Each Board member was provided a copy of the CD and <br />interested guests were encouraged to get a copy from Ms. Van Pelt. <br />FEDERAL LEGISLATIVE REPORT: <br />Christine Arbogast reported there has been no PSOP legislative action during the past month. <br />The Colorado delegation has been advised of the efforts in trying to resolve the River District's <br />concerns. <br />Mrs. Arbogast said the Tamarisk legislation is awaiting action, it is sitting on the desk of the <br />Senate. Later on in the meeting Doris Morgan provided Mrs. Arbogast with a copy of an email <br />from Cory Gardner, a staff member of Senator Allard, which stated last night the Senate passed <br />Senate Bill 1516, the Salt Cedar Control Demonstration Act by unanimous consent. Senator <br />Allard helped draft and cosponsored the bill <br />Mrs. Arbogast reported Congressman Allard is working with the Environmental Committee to <br />get the Conduit project moved to the Corps of Engineers in cooperation with the Bureau of <br />Reclamation. <br />Mrs. Arbogast said an article that was in the National Journal regarding Water Resource <br />Development Act and the water infrastructure fight in the Environment and Public Works <br />committee in the Senate was in the Board binders for their information. <br />
