SECWCD <br />May 20, 2004 <br />5 <br />RECORD OF PROCEEDING <br />■ An array of seepage measurement devices allow monitoring of seepage rates at various <br />points within, and below, the dam. <br />All data are reviewed by a technician, and are entered into a data base for comparison with <br />anticipated values. Any anomalies are researched. <br />Under the Safety of Dams program, the design and performance of Pueblo Dam is evaluated as <br />compared to the state of the art. It is that evaluation that led to the stability berm constructed at <br />the toe of the left abutment and the recently completed spillway modifications. During the <br />development and design processes for any significant modernization or modification, the Safety <br />of Dams Program requires review by a qualified Consultant Review Board. A board was <br />contracted for review of both modifications to Pueblo Dam, and any proposed raise or other <br />modification would under similar board scrutiny. <br />Pueblo Dam is designated as a High- hazard Facility, but it is very important to note that this is <br />based on the consequences of a large release of water because a large population resides <br />downstream of the dam. The High-Hazard designation has nothing to do with any risks <br />associated with the dam itself or its performance. The High- Hazard designation is actually a <br />benefit in terms of public safety, because the acceptable level of risk at the dam is very low due <br />to the downstream population. Any analysis of the dam performance is therefore measured by <br />very conservative criteria. As with all High - Hazard dams, Reclamation maintains an Emergency <br />Action Plan to assure that local emergency response officials are knowledgeable and practiced in <br />emergency measures. A simulated emergency exercise was conducted approximately 2 years <br />ago. <br />Mr. Broderick said Tim Gates will give a presentation at the June Board meeting on "Planning <br />and Pilot- Testing Strategies for Agroecological Remediation of Colorado's Lower Arkansas <br />River Valley." <br />CHIEF FINANCIAL OFFICER REPORT: <br />W. Reynolds reported that Leann Lisac has been hired to fill the position of Administrative <br />Associate and will begin on June 1. <br />Nk. Reynolds said he has completed a budget review and at this time only one category is over <br />budget, the legal category.
