RECORD OF PROCEEDING <br />SOUTHEASTERN COLORADO WATER <br />CONSERVANCY DISTRICT <br />MINUTES <br />May 20, 2004 <br />A regular meeting of the Board of Directors of the Southeastern Colorado Water Conservancy <br />District was held on Thursday, May 20, 2004 at 10:01 a.m., at the District office, 31717 United <br />Avenue, Pueblo, Colorado. <br />President Everett announced a quorum was present. <br />DIRECTORS PRESENT: <br />Glenn Everett <br />Robert Schrader <br />Edward Bailey <br />Lee Simpson <br />Wally Stealey <br />Orville Tomky <br />Bill Long <br />Gibson Hazard <br />Harold Miskel <br />John O'Donnell <br />Leroy Mauch <br />Denzel Goodwin <br />Vera OrtegBn <br />Scott Reed <br />Alan Hamel, Advisory <br />Mr. O'Donnell arrived at 11:00 am. <br />DIRECTOR ABSENT AND EXCUSED: <br />Carl Genova <br />DISTRICT OFFICIALS PRESENT: <br />Attorneys Stephen Leonhardt and Lee Miller, Federal Lobbyists Ray Kogovsek and Christine <br />Arbogast, State Lobbyist Frank "Poncho" Hays, Executive Director James Broderick, <br />Administrative Assistant Toni Gonzales, Chief Financial Officer Philip Reynolds, Water <br />Resources Manager Bob Hamilton, Conservation Outreach Coordinator Jean Van Pelt, and <br />Administrative Assistant Margie Miller. <br />INTRODUCTION OF VISITORS: <br />President Everett welcomed the visitors to the meeting, and asked them to introduce themselves <br />and identify the organization they represented. <br />VISITORS PRESENT: <br />Brian Person and Tom Musgrove, U.S. Bureau of Reclamation; Steve Harrison, Pueblo West <br />Metropolitan District; Julie Scaplo, Lower Arkansas Valley Water Conservancy District <br />(LAVWCD); Bob Hartzman, City of Canon City Water Department; Carl McClure, Olney <br />Springs; Gary Bostrom, Colorado Springs Utilities; Ron Gasser and Lissa Pineilo, Penrose Water <br />District; Manny Torrez and Joe Dutton, Fort Lyon Canal Company; Wayne Vanderschuere, <br />Colorado Springs Ufdities/Fountain Valley Authority; Roy Heald, Stratmoor Hills Water <br />District/Fountain Valley Authority; Karl Licis, The Pueblo Chieftain; Rod Baird, La Junta <br />Tribune - Democrat; Dale Baker, CWPDA; Doris Morgan and Ross Manley, Senator Allard's <br />office; Dan Henrichs, High Line Canal Company; Donny Hansen, Holbrook Mutual Irrigating <br />Co.; Steve Malott, Greg Williams, and Wayne Whittaker, Catlin Canal; Joe Kelley, City of La <br />Junta; Brenda Fillmore, AGUA; Kim Headley, Pueblo County; Gil Montez, candidate for <br />Pueblo County Commissioner, John Blake and Keith Doak, Oxford Ditch Company, Steve <br />Witte, Division of Water Resources - Division 2; Alan Jensen, City of Manitou Springs; and <br />Ralph Adkins, Adkins and Associates. <br />
