Strategic Goal 3: Reduce risks from drought and flooding to protect individual and community health and safety. There are two objectives for Strategic Goal 3. With one exception, targets for indicators were met. The excep- tion is construction of flood control structures, which is greatly affected by weather and by the availability of non - federal funds.
