Mr. Tyrrell's work history has included involvement in many of the varied aspects of water use <br />and water law. Among the issues he has worked with are filing of water rights for industrial and <br />municipal users; small dam, canal, and pipeline design and construction; municipal and basin - <br />wide water planning studies; flood plain mapping; and hydrologic and hydraulic studies relating <br />to instream flow issues. He is past board member and past President of the Wyoming Water <br />Association. Mr. Tyrrell holds B.S. and M.S. degrees from the University of Wyoming in <br />Laramie. <br />Lyle Swank <br />Professional Engineer, Water District #1, Idaho <br />Lyle has a B.S. degree in Agricultural Engineering from Montana State University. He is a <br />Professional Engineer registered with the State of Idaho. He works for Water District #1 in <br />eastern and southern Idaho, which delivers water to the Upper Snake River Valley. The District <br />delivers water to over 300 different diversions on a daily basis. The District covers 1.2 million <br />acres of irrigated land, and is by far the largest Water District in the State, and one of the largest <br />in the western United States. Water District #1 delivers water from reservoirs that have a total <br />capacity of over 4.1 million acre -feet of storage water, in addition to the natural flow. Lyle has <br />over 20 years of professional experience with the District. <br />J. Michael Norris <br />Coordinator, National Streamflow Information Program <br />U.S. Geological Survey, Pembroke, NH <br />J. Michael Norris has been with the U.S. Geological Survey for 25 years. He started with the <br />USGS in Denver, CO, as a Hydrologist performing investigations varying from watershed <br />modeling to the effects of coal mining on water quality. After 12 years, he moved to the USGS <br />Massachusetts District office to become the Chief of Hydrologic Research, Investigations, and <br />Data Acquisition Section. Eight years later, he went to USGS Headquarters to take the role of <br />Assistant Chief of the Office of Surface Water, and from 2001 through 2002, served as the <br />Acting Chief of the Office of Surface Water. He currently is the National Coordinator-of the <br />USGS's National Streamflow Information Program. He has B.S. and M.S. degrees from <br />Colorado State University. <br />Maurice Roos <br />Professional Water Engineer, California Department of Water Resources <br />Sacramento, CA <br />Mr. Roos is Chief Hydrologist (part -time) with the California Department of Water Resources in <br />Sacramento, California, in its Division of Flood Management. Mr. Roos had 43 years of <br />experience as a water engineer with DWR when he retired from full -time service in July 2000. <br />He continues to work part-time as a retired annuitant. Prior to retirement, he oversaw work on <br />flood forecasting, hydrology, water supply and. snowmelt forecasting, staff meteorology, and <br />related subjects. <br />
