T <br />W u �.) <br />Southeastern Colorado Water Activity Enterprise 2004 <br />PREFERRED STORAGE OPTIONS PLAN (PSOP) MEETIN;C� <br />MINUTES <br />August 31, 2004 <br />Phil Reynolds began the Preferred Storage Options Plan (PSOP) Committee meeting at 10:04 <br />a.m. at the District office. Introductions consisted of. Southeastern Colorado Water Conservancy <br />District Directors - Chairman Glenn Everett, Ron Aschermann, Denzel Goodwin and Orville <br />Tomky. Participants included: Wayne Whittaker, Catlin Canal and LAVWCD; Karl Licis, The <br />Pueblo Chieftain; Matt Loose, Wheeler (Fountain); Pat Edelmann, U.S. Geological Survey; Bob <br />Hartzman, City of Canon City; Louis Harding, Security Water District; Steve Harrison, Pueblo <br />West Metro District; Alan Ward, Pueblo Board of Water Works; Jim McGrady, Colorado <br />Springs Utilities; Jerry Gibbens, MWH; and Ray Kogovsek, District Lobbyist. District staff <br />present: Phil Reynolds, Bob Hamilton, and Margie Miller. Phil informed the Committee that Jim <br />Broderick was unable to attend the meeting because he was in Kansas. <br />MINUTE CORRECTIONS — June 29, 2004 <br />Phil reported there are some corrections to the June 29, 2004 meeting minutes. Paragraph three, <br />delete "Larry Patterson" and replace it with "Greg Nyhoff. " Same paragraph, twelfth line, <br />replace `feasibility study" with "legislation. " Fourth paragraph, first sentence replace "PSOP <br />Committee" with "Southeastern Colorado Water Activity Enterprise. " Same paragraph, <br />"Senator McInnis" should read "Representative McInnis. " Ron Aschermann moved to approve <br />the minutes with the corrections, seconded by Wayne Whittaker, all in favor, motion passed. <br />LEGISLATION <br />Ray Kogovsek reported he has had several meetings since Congress has been out of session <br />regarding PSOP. He and Christine Arbogast will be in Washington D.C. on September 7 to <br />update Representative Hefley of the progress that has been made with the Colorado River <br />District. It is almost certain there will be a lame duck session, which will last a week after the <br />election. <br />Phil reported the Southeastern Colorado Water Conservancy District, U.S. Bureau of <br />Reclamation, Colorado River District, Town of Basalt, City of Aspen, Twin Lakes, and Division <br />Engineers from Division 2 and 5 participated in a tour of the Fry -Ark west slope diversion <br />system. It appears the Colorado River District is comfortable with the Twin Lakes issues; <br />however, the City of Aspen had not come to a consensus. Bob Hamilton informed the Committee <br />the City of Aspen is looking for retribution for the past 20 years. Once Reclamation has the fiber <br />optics system in place to measure the flows the system will be more accurate with measurements. <br />Alan Ward explained that Twin Lakes has adopted new operating criteria, one that is consistent <br />with the way other reservoirs operate. A limit will be placed on carryover water in Twin Lakes. <br />U.S. BUREAU OF RECLAMATION <br />Attorney for the District, Lee Miller, has a meeting scheduled for September 1 with the Bureau <br />of Reclamation to discuss the Memorandum of Understanding (MOU). The Lake County <br />Recreation Study, proposed in 2001, is now underway. A Request for Proposal (RFP) will go out <br />in October to select the agency to complete the study. The study will be completed by the end of <br />2005. <br />
