This draft doc ent is <br />an out - growth of effor to implement the recommendat' ns of the <br />House Bill 92 -1200 r ort by more closel coor ina ing e water <br />qua ity an water quantity management efforts of our respective <br />departments. The draft has been prepared by staff of the <br />Division of Wildlife, Division of Water Quality, Division of <br />Water Resources, the Water Quality Control Commission, and the <br />Water Conservation Board, with input from a few members of the <br />Water Conservation Board and the Water Quality Control <br />Commission. <br />This draft is being circulated broadly under our signatures in <br />the hope of initiating a dialogue regarding what we believe to be <br />an extremely important environmental and natural resources <br />management issue facing Colorado today. The issue, discussed <br />more fully in the attached concept paper, involves the increasing <br />indication of decline of Colorado's native aquatic fish species <br />and communities, as well as the possible regulatory consequences <br />of this decline. As additional background, we have enclosed a <br />draft report from the Division of Wildlife, which summarizes some <br />of the available information concerning the decline of these <br />aquatic species. <br />The attached concept paper proposes an initiative as one possible <br />response to this issue. However, any response will ultimately be <br />successful only if there is a shared consensus that it is the <br />appropriate way to proceed. Therefore, we need input from the <br />full spectrum of persons interested in these issues to determine <br />
