a � <br />y <br />MEMORANDUM <br />To: Colorado Water Quality Control Commission <br />Colorado Water Conservation Board <br />Colorado Wildlife Commission <br />From: Paul Frohardt, WQCC Administrat <br />Peter Evans, CWCB Deputy Director <br />Eddie Kochman, State Aquatic Wildlife Manag <br />Date: November 29, 1994 <br />Regarding: WATER QUANTITY /QUALITY & WILDLIFE CONCEPT PAPER <br />As you may remember, we have been meeting periodically with a group from the <br />Department of Natural Resources (DNR) and the Department of Public Health and the <br />Environment (DPHE) to increase communication and better understand the broader perspective <br />of contemporary water issues. Representatives from the DPHE have been Paul Frohardt, David <br />Holm, and Greg Parsons, along with Peter Nichols, Laura Davis, and Marian Law from the <br />Water Quality Control Commission. Representatives from the DNR have been Doug Robotham, <br />Hal Simpson, Perry Olson, Chuck Lile, Eddie Kochman, Peter Evans, Bahman Hatami, Tom <br />Nesler, Dan Merriman, and Will Burt along with David Harrison from the Water Conservation <br />Board. One of the issues of greatest mutual concern is the decline of native aquatic species, and <br />the potential implications for Colorado's future role in managing wildlife resources, water <br />supplies, and protecting water quality. The enclosed "concept paper" has been prepared to assist <br />in the further evaluation of one potential approach to this issue. The Division of Wildlife staff is <br />preparing a report to articulate the basis for this concern, and a draft of that report is also <br />enclosed for your review. <br />We want to begin distributing these drafts for public review and comment as quickly as <br />possible, given the many additional interests and organizations which should be involved in the <br />evaluation and refinement of this concept, and the need to initiate plans for the March 15, 1995 <br />public workshop we have scheduled with the Water Quality Control Commission, Wildlife <br />Commission, and the Water Conservation Board. Therefore, unless a fatal flaw in these drafts is <br />identified, we are planning to finalize the attached transmittal letter for Jim Lochhead and Pat <br />Nolan to sign and mail on December 16, 1994.
