July 22, 1994 Draft
7/22/94
Mr. Jack Garner
U.S. Bureau of Reclamation
Loveland Projects Office
Loveland, CO 80537
SUBJECT: Ruedi Round 2 Water Sales - Reinitiation of
Consultation Due to Critical Habitat
Dear Jack:
I want to express our appreciation for your taking the time to
meet with Tommy Thomson, Eric Wilkinson, Eric Kuhn, Peter
Evans and me on June 15 to discuss our concerns regarding the
pending reinitiation on consultation on Ruedi Round 2 water
sales resulting from the critical habitat designation, and for
our follow -up discussion on July 22. We appreciate your
efforts to insure an equitable and timely resolution of this
matter.
I think it would be useful at this time to clarify the water
users, position regarding the reinitiation of consultation and
conservation measures that may result from that consultation.
Based on our meeting and conversation on July 22, we
understand that the following will take place:
1. Your office will provide a draft letter to U.S. Fish and
Wildlife Service suggesting that consultation on the Ruedi
Round 2 water sales be reinitiated to address critical habitat
issues. Your letter will request consideration of the fact
that Ruedi is already providing water to offset the Round 2
