The coordinated operations study should be completed prior <br />to initiating the programmatic Section 7 consultation on <br />federal facilities. <br />Today, I spoke to Garner to determine the status of his draft <br />letter and his position with respect to these matters. He <br />informed me of the following: <br />1. The draft letter is still in preparation. <br />2. The Bureau will recommend consultation on an additional <br />16,500 to 17,000 acre -feet of sales on Round 2. He is aware <br />of our concern regarding any additional permanent commitment <br />of water from Ruedi, and shares those concerns. <br />3. He still supports conducting a programmatic Section 7 on <br />federal projects in the upper basin. However, he will <br />recommend this not take place until the coordinated reservoir <br />operation study is completed. <br />It is my understanding that the Recovery Program will <br />recommend that the coordinated operation study be funded at <br />$200,000 per year beginning in FY 95 and extending through FY <br />97. Therefore, it is unlikely that the programmatic Section 7 <br />consultation would begin until FY 98, and would probably take <br />3 to 7 years to complete, if the consultations on Aspinall and <br />Flaming Gorge are any indication. <br />I would suggest that we send the attached letter to Jack <br />Garner. Please contact me with your thoughts on sending the <br />letter, or any suggested changes to the letter. <br />0 802 -30- 15;1801 -03 -Iq <br />
