SECWCD <br />August 18, 2005 <br />3 <br />RECORD OF PROCEEDING <br />Mr. Witte said his office has begun to post call changes on the Division of Water Resources <br />Website under the water administration page, click on active calls. Hopefully the local calls that <br />are active for tributaries as well will be included in the future. <br />Mr. Witte reported meetings are continuing with Kansas experts concerning resolution of <br />numerous issues related to the Arkansas River Compact, primarily related to model <br />input /configuration issues, but also including reconsideration of methods of determining credits <br />for. delivery of water from the Offset Account, evaporation losses from the Offset Account, <br />limitations on the accumulation of credits with a 10 -year compliance period, etc.; so that a final <br />ruling in Kansas v. Colorado might be entered by the end of this year. Meetings have been held <br />between the Colorado State Engineer and the Kansas Chief Engineer that resulted in conceptual <br />agreement on a variety of issues. Follow -up meetings are scheduled in Topeka beginning August <br />31. The participants generally acknowledged that this was perhaps the most productive single <br />meeting between the states regarding Arkansas River issues in many years. <br />Mr. Witte reported evaluation of an appropriate response to USGS's report: Variability of <br />Differences between Two Approaches for Determining Ground -Water Discharge and Pumpage, <br />Including Effects of Time Trends, Lower Arkansas River Basin, Southeastern Colorado, 1998- <br />2002 has resulted in a decision by the State Engineer to re -amend the Ground -Water <br />Measurement rules to require well owners using the PCC option to re- determine their <br />coefficients every two years rather than every four years as was previously allowed. Kansas is <br />expected to comment on this decision within two months. <br />The next Augmentation Coordination meeting is scheduled for August 25, at the District office. <br />U.S. BUREAU OF RECLAMATION REPORT: <br />Mr. Musgrove reported as of August 16, there was 103,136 acre -feet of water stored in Pueblo <br />Reservoir, 67,788 acre -feet of Project water, 26,072 acre -feet of stored If & When space, 9,076 <br />acre -feet of Winter water. <br />Mr. Musgrove said there is currently 189,161 acre -feet of Project space in Pueblo Reservoir, and <br />14,273 acre -feet of Project space available in the Turquoise and Twin Lakes Reservoirs. <br />Mr. Musgrove reported this year Reclamation has diverted a total of 54,686 acre -feet of water <br />through Boustead Tunnel. On July 28, Reclamation could not meet the minimum flow on the <br />Fryingpan River, at the Thomasville gage. Reclamation could have diverted additional water in <br />August; however, once Boustead Tunnel was drained down and they allowed Sturgeon Electric <br />to have access to install the fiber optic cable at the diversion sites, Reclamation decided to not <br />open the system up again. <br />Mr. Musgrove reported through August 9, Reclamation released a total of 7,716 acre -feet of <br />Project water to augment summer flows on the Arkansas River to maintain flows at the 700 cubic <br />
