SECWCD <br />February 16, 2006 <br />6 <br />RECORD OF PROCEEDING <br />minutes. After Mr. Gruen's presentation, Board members were provided an opportunity to ask <br />questions of him. <br />Mr. Gruen said the inclusion of Rolling Hills Ranch into Widefield District, a proposed 1,840.738 <br />mixed use development in unincorporated El Paso County is conditioned upon inclusion of this <br />property into the Southeastern District. <br />The owner has complied with all requirements necessary for inclusion into the Southeastern <br />District, except for completion of a Cultural Resources Study. Bids are currently being taken for this <br />investigation. <br />Mr. Gruen requested the Board include the Rolling Hills Ranch property in the Southeastern <br />District, conditioned upon completion of the Cultural Resources investigation and Department of <br />Interior approval. President Stealey thanked Mr. Gruen and asked if any Board member had any <br />questions of Mr. Gruen. Mr. Gruen answered questions from Board members. <br />President Stealey said the Board would now hear from any opposers who had provided written <br />comments, if they so choose. There have not been any written objections, and there were no <br />persons present who had provided written comments. <br />President Stealey said the Public comment period of this inclusion petition was now closed. <br />Mr. Hamilton thanked President Stealey, and said staff believes it would be appropriate for the <br />Board to entertain a motion, after which this petition may be discussed. Legal counsel has drafted <br />three potential resolutions, any one of which may be appropriate for this petition. They are as <br />follows: <br />1. Motion to approve the Petition of Rolling Hills Ranch, subject to Department of Interior <br />approval; <br />2. Motion to table the Petition of Rolling Hills Ranch until Petitioner provides written approval <br />of the Department of Interior; or <br />3. Motion to not approve the Petition of Rolling Hills Ranch. <br />As mentioned earlier, District staff is recommending that this petition be approved, subject to <br />Department of Interior Approval. <br />President Stealey asked for a motion. Mr. Miskel moved, seconded by Mr. Goodwin, to approve the <br />petition of Rolling Hills Ranch, subject to Department of Interior approval. Motion unanimously <br />carried. <br />President Stealey adjourned the Public Hearing and reconvened the regular meeting at 1:32 p.m. <br />
