' SECWCD <br />February 16, 2006 <br />3 <br />RECORD OF PROCEEDING <br />U.S. BUREAU OF RECLAMATION REPORT: <br />Mr. Musgrove reported as of February 14, there was 143,449 acre -feet of water stored in Pueblo <br />Reservoir; 81,862 acre -feet of Project water; 30,162 acre -feet of Winter water; 1,636 acre -feet of <br />carry -over Winter water; and 27,799 acre -feet stored under If and When contracts. <br />Mr. Musgrove said currently Reclamation is moving Project water from the Twin Lakes to Pueblo <br />Reservoir at the rate of 208 cfs. There is currently 9,754 acre -feet of Project space in Twin Lakes <br />and 34,890 acre -feet in Turquoise Reservoir. By the end of April Reclamation should have 66,000 <br />acre -feet of space available in the upper reservoirs. To date, Reclamation has moved approximately <br />19,585 acre -feet of water. <br />The February 1 forecast indicated there may be as much as 71,800 acre -feet of water available for <br />import. Last year the February forecast indicated there was 65,500 acre -feet of water available and <br />Reclamation imported a total of 54,686 acre -feet of water. <br />Mr. Musgrove showed a PowerPoint picture of the drill crew on site of the Pueblo Reservoir, which <br />is performing the tests as part of the routine Safety of Dams process. <br />ARMY CORPS OF ENGINEERS REPORT: <br />Phil Boawn reported on the Fountain Creek Watershed study, saying the Corps' contract with URS <br />will be completed by April. Products include H &H, geomorphology, and the environmental <br />baseline. Due to lack of funding, the Study will be inactive through the rest of this fiscal year. <br />Approximately $450,000 is needed to complete the Study. Future tasks will include identification of <br />and preliminary analysis of potential federal projects. <br />Mr. Boawn reported the drilling and soil analysis at the proposed dam site along Oak Creek will be <br />complete by the end of March for the Florence Flood Damage Reduction Study. The Corps' and the <br />City of Florence will review the data and determine if the site is suitable for further study. <br />Mr. Boawn said the City of Pueblo, FEMA, Colorado Water Conservation Board, and the Corps are <br />developing a plan to certify the four levees that protect Pueblo. The levees are along the Arkansas <br />River, Fountain Creek, Wild Horse Canyon, and Dry Creek. FEMA's current map modification <br />project is digitizing all their flood insurance rate maps. During the course of the modification <br />project the agency realized many of the levees have not been certified. FEMA criteria for <br />certification are as follows: <br />• Levees must pass the 100 -year event <br />• Levees must meet applicable geotechnical criteria <br />• Valid operation and maintenance plans must be in place <br />President Stealey recessed the meeting at 11:53 a.m., and reconvened at 12:57 p.m. The regular <br />meeting was then recessed at 12:58 p.m. to conduct a public hearing. Mr. Hazard was not present <br />for the remainder of the meeting. <br />
