The Personnel Committee members reviewed Jim's performance during the past year with him, and <br />then with Jim not present. The Personnel Committee approved a performance merit payment. All <br />members of the committee were very positive regarding Jim's abilities and his accomplishments. <br />President Stealey complimented the Personnel Committee on the work they are doing. <br />Treasurer Simpson then continued: <br />"The Finance Committee recommends that the Board accept these budget plans as presented, and <br />approve the resolution appropriating the expenditures. <br />Resolution No.2005 -5 for the Southeastern District appropriates $13,392,583 in expenditures with <br />$13,160,755 projected revenues." <br />Treasurer Simpson moved to accept the 2006 Budget as presented and to approve the Resolution No. 2005- <br />5 appropriating expenditures of $13,392,583.00, seconded by Mr. Schrader. Motion unanimously carried. <br />U.S. BUREAU OF RECLAMATION REPORT: <br />Mr. Musgrove submitted a written report that stated the following: <br />As of December 11, there was 109,376 acre -feet of water stored in Pueblo Reservoir: 69,234 acre -feet of <br />Project water; 25,541 acre- feet of water stored under If & When contracts; 1,897 acre -feet of carry-over <br />Winter water; 10,706 acre -feet of new Winter water; and 1,897 acre -feet of water in the Winter water <br />balance account. <br />There is currently 187,715 acre -feet of Project space in Pueblo Reservoir, and 28,539 acre -feet of Project <br />space available in the Turquoise and Twin Lakes Reservoirs. <br />Reclamation is currently moving Project water from Turquoise Reservoir to Pueblo Reservoir at the rate of <br />80 cfs. Since October 1, Reclamation has moved 5,058 acre -feet of Project water. Depending on snowpack <br />conditions over the winter, Reclamation plans to make approximately 60,000 acre -feet of space available <br />for next year's imports. <br />LEGAL REPORT: <br />Mr. Leonhardt reported following the Board's approval last month, on November 30 legal counsel signed a <br />stipulation with the Lower Arkansas Water Management Association ( LAWMA) to fully resolve <br />Southeastern's objections in LAWMA's main change of water rights and augmentation case (02CW181). <br />The stipulated proposed decree includes terms and conditions to provide reasonable protection against <br />increased calls above John Martin as a result of LAWMA's changed water rights and augmentation plan. <br />Shortly after the November District Board meeting, LAWMA accepted the proposed revisions designed to <br />ensure that LAWMA's use of John Martin Reservoir will be consistent with Agreement B, and to clarify <br />the process by which LAWMA will measure its water rights that are no longer diverted at their historical <br />headgates. Additionally, legal counsel was able to satisfactorily resolve the revegetation issues that <br />
