SECWCD <br />March 17, 2005 <br />5 <br />RECORD OF PROCEEDING <br />Mr. Musgrove reviewed the Fry -Ark Project Work Plan Descriptions Accomplishments, 1st <br />Quarter -2005 and the Eastern Colorado Area Office Work Plan Estimates SECWCD -1st Quarter <br />2005. <br />DIRECTOR OF ENGINEERING & RESOURCES MANAGEMENT REPORT: <br />Water R6sum6 Report <br />Mr. Hamilton reported there were no cases that required action by the District in the January and <br />February 2005 re'sum6s in either Division 2 or Division 5. <br />Mr. Hamilton gave a follow -up report from the Division 2 December r6sum6: <br />• A statement of opposition had been filed in 04CW 114 (Newdale —Holder); <br />• A "friendly" statement of opposition had been filed in 04CW132 (Colorado Springs Utilities); <br />and <br />• Letter Agreements have been executed with the applicant's attorneys extending the <br />deadlines for filing statements of opposition until May 31, 2005 in the following cases: <br />• 04CW124 (Salida School District) <br />• 04CW125 (City of Salida) <br />• 04CW 130 (Board of Water Works of Pueblo) <br />Snowpack/Current Conditions Report <br />Mr. Hamilton presented a PowerPoint presentation explaining Snotel sites and snowpack <br />percentages. Mr. Hamilton said the statewide and basin snowpack averages don't look too bad, <br />however, when you look at specific locations: <br />• The Fryingpan watershed, which supplies the Fry -Ark Project, the snowpack, is <br />significantly below average; and <br />• The Upper Arkansas basin snowpack is below average. <br />STATE LEGISLATION REPORT: <br />Lee Miller provided the Board a copy of the SECWCD Legislative Report for March 10, 2005. <br />Mr. Miller reviewed and gave updates on the following bills: <br />• BB 1296 -Area of Origin Mitigation Requirements <br />• HB 1298 - Creation of a Douglas - Arapahoe Water Conservation District <br />• BB 1177 —Negotiation of Interbasin Compacts <br />• HB 1252 — Convene Study on Water Transfers in Water Division 2 <br />• SB 62 — Recreational In- Channel Diversion <br />LEGAL REPORT: <br />Mr. Leonhardt reported in the High Plains A &M and ISG cases on appeal, legal counsel filed <br />Southeastern's Answer Briefs on March 3. The Southeastern District was joined in those briefs <br />by District 67 Irrigating Canals Association, Amity Mutual Irrigation Company, Carl M. Shinn, <br />Mary Jane Shinn and Wendy S. Shinn; and the Bent County Board of Commissioners, and the <br />
