ATTACHMENT C <br />SUMMARY <br />CONSTRUCTION, OPERATION, AND MAINTENANCE AGREEMENT <br />FISH PASSAGEWAY FACILITIES AT REDLANDS DIVERSION DAM <br />Bureau of Reclamation (Reclamation) Responsibilities <br />• Secure all land interest necessary for construction and access <br />• Provide funding for construction <br />• Administer construction contract <br />• Maintain the fish passageway facilities after construction <br />• Provide within the forebay of the fish passageway facilities an intake to the City's pumping <br />plant facilities <br />• Reclamation pays power interference to Redlands Water and Power if maintenance of fish <br />passage facility causes decrease in power generation <br />Fish and Wildlife Service (Service) Responsibilities <br />• Operate the fish passageway facilities after construction -Divert no more than 100 cubic feet <br />per second for the operation of the fish passageway facilities (the 100 cfs will be part of the <br />water specifically released by agreement from the Aspinall Unit, or part of the natural flow <br />of the Gunnison River in excess of the RWPC's and City's water right entitlement) <br />• Service pays power interference to Redlands Water and Power if operation of fish passage <br />facility causes decrease in power generation <br />City of rand Junction (City) Responsibilities <br />• Maintain at its expense the new pumping plant intake located within the forebay of the fish <br />passageway facilities <br />• Will be allowed access over the fish passageway facilities to operate and maintain the City's <br />pumping plant facilities <br />Redlands Water and Power Company (RWPC) Responsibilities <br />• Will convey a land interest to Reclamation for the purposes of construction of the fish <br />passageway facilities and access to the fish passageway facilities for operation and <br />maintenance . <br />• Will not be responsible for any construction, operation, or maintenance of the fish <br />passageway facilities <br />• Will be allowed access over the fish passageway facilities to operate and maintain the <br />Redlands Diversion Dam <br />39 <br />
