The CWCB and Service shall study and evaluate the effects of the releases on endangered <br />fish species and their occupied habitat. The study data shall be used by the Service and the <br />CWCB to evaluate minimum streamflow requirements in the Gunnison River to preserve die <br />natural environment to a reasonable degree. Formal evaluation of minimum streamflow <br />requirements will follow the CWCB's March 9, 1994, "Statement of Policy and Procedure." <br />• The water released under the agreement will not generate flows greater than 18,000 cfs at <br />Delta nor greater than 20,000 cfs at Whitewater. <br />• The water released pursuant to this agreement shall not prevent Reclamation from drawing <br />Blue Mesa Reservoir down to its January 1 target level to minimize ice jam flooding above <br />Blue Mesa nor shall the releases cause Blue Mesa to drop below the minimum power pool. <br />• The water released pursuant to this agreement to the extent possible shall not be stacked on <br />top of other releases, but shall satisfy as many mutually compatible purposes as possible. <br />• Reclamation shall provide annual reports in January on the water releases, and the Service <br />shall provide annual reports in January on studies related to the releases and endangered fish <br />and their habitat. <br />
