ESA COMPLIANCE EVALUATION - CRITICAL HABITAT COLORADO RIVER FISH
Durango Projects Office
Ongoing Consultation -- The following ongoing consultation
should be given #1 priority.
Animas -La Plata Project -- Due to the designation of critical
habitat, a request to re- initiate consultation has been given to
the Fish and Wildlife Service.
San Juan Salinity - Hammond portion -- A biological assessment
has been transmitted to the Fish and Wildlife service.
Bloomfield Refinery Water Service Contract -- Fish and Wildlife
has all the information necessary to complete this consultation.
They are evaluating the effect of EPA's 3008 (H) order given to
Bloomfield Refinery.
Land Resource Management Plan for Vallecito Reservoir -- This
consultation is being processed by a private consultant.
Dolores Water Acquisition - Dolores Project Resources
Optimization Study -- A biological assessment has been prepared
and transmitted to the Fish and Wildlife Service. However, due
to problems of not knowing the exact procedures of how the water
is going to be obtained, this is somewhat on hold.
Pending Consultation - Work has already begin on the following
actions. They should be given #2 priority.
Public Service Company of New Mexico (PNM) Water Service Contract
Renewal -- PNM has hired a private consultant to complete the
environmental work and complete the necessary Draft NEPA
documents. Under a Memorandum of Understanding, Reclamation will
remain the responsible agency with PNM doing the technical work.
Navajo Reservoir Minimum Study Flow Release -- The San Juan
Recovery Implementation Program Biology Committee has requested
flow releases from Navajo Reservoir be reduced to approximately
250 CFS for a three month study period. The initial request was
for a study period during the winter months of 1994 -1995.
However, because of the NEPA requirements and public involvement
that must be completed the study period will probably not occur
until the winter months of 1995 -1996.
Upcoming Actions - The following projects can probably be given #
3 priority for re- evaluation for compliance with the ESA in view
of critical habitat designation, however pending action on each
may require -that they be give a higher priority.
Mancos'Project, Florida Project, Hammond Project, and the Pine
River Project.
