Box 11568 • Federal Building <br />Salt Lake City, Utah 84147 • (801) 524.5498 <br />NOV 18 1993 <br />To: Peter Evans, Chairman Management Committee <br />From: Larry Crist, Chairman Biology Committee <br />Subject: Biology Committee Report, November 15 -16, 1993 Meeting <br />During its November 15 -16, 1993, meeting the Biology Committee addressed a <br />number of issues summarized below which we feel should be brought to your <br />attention. These:- included: <br />Recommendations stemming from Stanford's report "Instream Flows to Assist the <br />Recovery of Endangered Fishes of the Upper Colorado River Basin: Review and <br />Synthesis of Ecological Information, Issues, Methods and Rationale ", the <br />Genetics Guidelines Document, and the involvement of the Biology Committee <br />with the Capital Improvements. Program. <br />Instream Flow Report <br />During the November-meeting the Biology Committee was given a presentation of <br />the Instream Flow Report by Stanford and also received a report from the <br />Instream Flow Subcommittee concerning their review of the document and its <br />recommendations.. The technical adequacy of the report was considered to be <br />good by the majority of the subcommittee with-the exception of one member who <br />has expressed concern. The subcommittee unanimously endorsed the <br />recommendations of Stanford's report and provided those recommendations to the <br />Biology Committee with some clarifications. The Biology committee provides <br />the following recommendations based on Stanford's report and input from the <br />Instream.Floi* Subcommittee. These recommendations are essentially those <br />presented iw_the; report with some clarifications. We believe that in order <br />for the recommendations to be effective they must be accepted as a package. <br />The six recommendations witlr clarification are as follows: <br />1) Implement flows that re- establish seasonality, <br />- Implement experimental flows which are based on natural flow patterns <br />and existing-flow recommendations. <br />U.S. Fish and Wildlife Service • U.S. Bureau of Reclamation • Western Area power Administration <br />Colorado • Utah • Wyoming * Environmental Groups 9 Upper Basin Water Users <br />
