The agreement
with the Director was that the SW region would have Dave Langlois
attend the pre - meetings and at his discretion attend the meetings with
Peter Evans. As a part of the agreement was a commitment by you to
minimize the number of the meetings and to use other means of preparing
for your trip down town such as FAX, E -mail, phones and the mail. We
agreed to limit the travel impact on people as much as possible. The
October meeting was not a good show in this regard.
The. scheduling of the meetings is also problematic. If attendance is
really needed along with having people prepared, more thought on
schedule and agendas needs to be given. If the meetings are valued
activities we need to make them as productive and cost effective as
possible. Aside form the cost of personnel time, each time Dave or 10 ike
show up in Denver it is equivalent to spending $300 in travel. We should
not waste the funds. Dave's cost center is not budget for the level of
activity. Accommodation on numbers of meetings, efficiency and- use of
other means require your attention.
Finally the NWF and SCC response on the McPhee LMP. Olson indicated
he wished a response be made. He did not indicate who he expected, to
respond. I would ask that you not take action on the letters for a bit.
First off, we need to see the full set of responses and respond in a
coordinated manner. Secondly we need to determine other factors about
the response prior to putting any thing in writing. I have ask Dave to
work on those items.
What I want you to do is:
1. Use other means of information collection or sharing relative to your
preparation for the P. Evans meetings beside a pre - meeting.
2. Conduct scheduling and agenda management on any meeting you call.
3.'. Hold off on responding to letters on McPhee LMP until region has had
the opportunity to conduct background investigations and frame
effective response to all comments.
DEPARTMENT OF NATURAL RESOURCES, James S.
