Memo to: Colorado Wildlife Commission <br />Date: December 9,..1994 <br />Regarding: FISH RECOVERY & NON - NATIVE SPORTFISH STOCKING <br />Page 3 <br />the private aquaculture industry. <br />Our relations with the FWS management and staff have improved immeasurably over the <br />past year, and we are optimistic that the CDOW will receive several Section 6 (ESA) grants to <br />support native species efforts. It appears that the FWS has decided not to add the boreal toad to <br />the "endangered list" because of the CDOW commitment to implement an independent recovery <br />plan and, I believe, because of increased FWS confidence and trust in Perry, Eddie, and the rest <br />of your staff. <br />Finally, we have begun discussions with the Western Governors Association staff and <br />among the western states water and wildlife councils about implementation of the new FWS <br />policies concerning stronger roles for states in ESA decisions, as well as ESA reauthorization <br />priorities. Also, there continues to be considerable interest in developing an Executive Branch <br />position to coordinate state agencies' handling of ESA reauthorization issues (in the next 4 <br />months ?), as we did last year for Clean Water Act reauthorization issues in consultation with the <br />Colorado Departments of Public Health and the Environment, Agriculture, and Local Affairs. It <br />appears that amendments which would shift greater responsibility to the states will receive <br />unanimous support in these discussions. <br />Although we continue to face a very difficult - and frequently frustrating - situation with <br />respect to these Colorado River endangered fishes, your staff has made significant break- <br />throughs in many aspects of our overall effort, and we have good reason to think we can still <br />succeed. <br />cc: Jim Lochhead <br />Colorado River Endangered Fishes Recovery Team <br />PHE CAWPWIN60 \WPD0CS\nonnativ <br />
