, <br />Duchesne River. BSaunders articulated 2 key issues: who pays for the flow <br />recommendation development, and how to satisfy those recommendations. Reed Harris asserts <br />that the information to support Section 7 consultation needs is supposed to be provided from the <br />applicant, and in the absence of adequate information the FWS needs to be very conservative (the <br />RIP Blue Book says the FWS is responsible for providing the flow recommendations). Agreed to <br />add the flow recommendation element to the RIPRAP and indicate completion by FY96. <br />Colorado Non - Native Fish Removal Issues. Agreed to accept all of Colorado's <br />recommendations, changing the word "consultation" to "cooperation" and eliminating the <br />reference to Paonia Reservoir (added Gunnison River waters). <br />4. SECTION 7 ISSUES & UPDATE <br />Jim Lutey distributed and reviewed a July 18, 1994 summary of Sec? consultations. 2 <br />USFS consultations in Colorado - Porter Ditch(454AF, historic) and Horsefly Johnson <br />Loveland office of BuRec is expectea to requesr runIMUL vii Ul , ,,..�,..,�..,.. �•- -_�___ <br />within the next 30 days; the consultation is expected to be completed within 3 months. The <br />consultation on CBT will be delayed, and will take longer. The BuRec and Colorado expressed <br />the hope that the RIPRAP and the efficiency of the RIP will be sufficient to reduce the <br />administrative burden which FWS faces in the reinitiated consultations will be minimal. <br />5. FY95 WORKMAN <br />Staffing Plan. Agreed to fund the coordinator positions, leaving the Jr Biologist and the <br />Budget Analyst positions on the table for evaluation in relation to research proposals. <br />Green River Non - Native Fish Management. Agreed that the bioenergetics could be split <br />off and deferred, and that we should do that. <br />Colorado Dept. Ag Non - Native S ortfish Mana ement. Agreed to add an element to the <br />scope of work including an I &E component to aid the RIP in its relations with the AG <br />community, and to fund it with $30K. <br />Mosquito Abatement in Vernal UT. Agreed to limit funds to $IOK initially, but to write <br />Dr. Romney to indicate that additional C is likely to be available if he needs it. <br />Flaming Gorge Studies. Agreed to set the cap at $500K, and to prioritize any unfunded <br />items for any program funds that become available later. <br />Aspinall Studies. Reviewed Pfeifer's recommendation, which placed highest priority on <br />new starts ASP- I, G, and H (in that order). ASP -I is the synthesis/ integration, and Frank thinks <br />
