2. Defendant John R. Block is Secretary of Agriculture. Defendant Craig W. Rupp is Regional Forester of the Rocky :Mountain Region, United States Forest Service, USDA and has his office at 11177 W. 8th Avenue, Lakewood, Colorado, which -is wit-hin the United States Judicial District of the State of Colorado. Defendant Donald L. Rollens is Forest Supervisor of the ,Medicine Bow National Forest and maintains his office in Laramie, Wyoming. Defendants Rupp and Rollens are the Forest Service officers authorized to issue special use authorizations pursuant to the Federal Land Policy and Management Act, (hereafter "FLPMA ") 43 United States Code (hereafter "U.S.C. ") § §1701 et sect. the National Environmental Policy Act, (hereafter "NEPA ") 43 U.S.C. § 94321 et seq. James Watt is Secretary of Interior, the Federal agency responsible for consulting with other Federal agencies to carry out programs designed to allow recovery of endangered species and to insure their actions do not jeopardize the continued existence of any listed threatened or endangered species or adverseiv affect any designated critical habitat. 16 U.S.C. §1536. 3. "), Plaintiffs hereby plead, as following reasons for non- joinder�a number of persons who may be interested in this action, of which the following are known as Plaintiffs because they participated as appellants or as intervenor in the appeal of the Decision: American Wilderness Alliance. Chayenne Board of Public Utilities, Earth First, stational Wildlife Federation, western River Guides !Itssociatioz, Inc., and Wyoming Wilderness Association.
