Depending upon direction of the Steering Committee, advisory <br />committees could be formed to provide specific direction on the <br />following three areas: <br />1) water management and legal issues, <br />2) site specific and local community issues, and <br />3) scientific and technical issues. <br />Task 1 Cost $95,700 <br />Task 2 - River modeling studies. This task would address the <br />question of how additional water produced by cloud seeding would <br />affect the Basin. Over 8 years have passed since the last <br />studies were conducted. The hydrological conditions in the <br />Colorado River basin have changed significantly since that time, <br />and the potential benefits of additional water supplies need to <br />be evaluated in light of the current conditions and operating <br />criteria. This task would involve employing Reclamation's <br />Colorado River Simulation System model to determine how and where <br />additional streamflow would affect the Basin, including an <br />analysis of salinity impacts. <br />Task 2 Cost $31,600 <br />Task 3 - Environmental compliance. Cloud seeding, since it <br />involves manipulating the atmosphere to produce additional <br />precipitation, will require a National Environmental Policy Act <br />compliance document prior to initiation of any seeding. In <br />addition, environmental monitoring will be required throughout <br />the duration of the program. This task will identify the <br />actions /activities required to meet these requirements. <br />Task 3 Cost $26,700 <br />Task 4 - Report preparation. This task will result in a final <br />report in the form of a recommended Program Plan. This plan will <br />provide the reader with a clear description of the activities, <br />time, and monies required to validate, quantify, and transfer <br />cloud seeding technology within the Basin. <br />Task 4 Cost $20,000 <br />22 <br />
